REGUALTION ON

AN OPEN COMPETITION

OF THE ALL-RUSSIAN NON-GOVERNMENTAL ORGANIZATION

RUSSIAN GEOGRAPHICAL SOCIETY FOR THE BEST PROJECT OF MONUMENT TO N.M. PRZEWALSKI

 

1: GENERAL PROVISIONS

1.1. Open competition of the All-Russian public organization “Russian Geographical Society” for the best project of the monument to the outstanding traveler, honorary member of the Society N.M. Przewalski (hereinafter – the Competition) is carried out for the selection on the basis of competition of the best project of the monument that meets the given parameters and architectural conditions.

Installation of the monument is held entirely on the funds received in the form of donations.

1.2. This Regulation establishes the order and timing of the competition, the requirements for competitors, the selection criteria of the monument to N.M. Przewalski.

1.3. Organization and conduct of the contest will be implemented by Executive Directorate of the Russian Geographical Society (hereinafter – Organizer of the competition).

1.4. Organizer of the competition:

  • arrange the publication of notice of the competition on the official website of the Society;
  • spread information about the competition in the media, in the Society regional branches and partner organizations;
  • provides applications to participate in the competition and accompanying materials;
  • arranges meetings of the  Competition Commission to determine the winners of the competition (hereinafter – the Competition Commission), as well as keeping minutes of meetings of the Competition Commission and materials related to them;
  • provides collection of funds and subsequent funding for the creation and installation of the monument.

1.5. The Competition Commission directs the competition, the size and composition of which shall be approved by the Governing Council of the Russian Geographical Society).

1.6. In an open competition is open to sculptors who have relevant professional qualification, affirmed by the state document, as well as to specialized organizations (author’s teams) .

1.7. 3D-models of the monument in computer graphics or layouts monument may be submitted to the competition.

1.8. The Competition Commission may delegate the right to examine and write reviews on compliance of the submitted projects and models with canonical, historical, cultural features, including the quality of architectural and artistic embodiment and professionalism of submitted  creative solutions proposed by the contestants to skilled specialists in the field of sculpture monumentalism from any region of the Russian Federation, as well as from abroad,.

1.9. Participants of the contest should create a design for the monument, which is to become a city landmark. The project must have following qualities:

  • historical plausibility;
  • spatial resolution;
  • binding to the terrain;
  • unity of design;
  • architectural feasibility;
  • financial and technological possibility of implementation of the project.

1.10. On the pedestal of the monument the inscription must be envisaged : «To the great explorer of Central Asia from the Russian Geographical Society” and the text of the Smolensk region Emblem “Indomitable spirit prevail against all.”

1.11. Variants of setting up of the monument in the city of Smolensk:

1) Karl Marx St. in the alley in front of the gymnasium named after N.M. Przewalski;

2) Przewalski St., at the corner of the park.

2. TIME CONSTRAINTS

2.1. Applications are accepted since the date of publication of this Regulation on the official website of the Society at: www.rgo.ru / int.rgo.ru until December, 1, 2014 inclusive.

2.2. The Competition Committee will announce the outcome of the competition no later than December 21, 2014 inclusive. Until the results of the Competition Committee are announced, full confidentiality of submitted materials will be kept. In case of violation of the principle of confidentiality by either party an application may be withdrawn from the competition.

3. APPLICATION PROCEDURE

3.1. Applications and projects on the contest must be sent by e-mail at: monumentatrgo.ru.

3.2. Layouts are accepted at the address: 109012, Moscow, New Square, 10, bldng. 2, the Executive Directorate of the Russian Geographical Society.

3.2. Contest materials should include:

  • model of the monument in computer graphics or a layout of the monument;
  • explanatory note stating the sculptural and architectural solutions of the monument;
  • calculation of the estimated cost of the monument;
  • the author’s application (author’s team) filled according to Annex №1 and Annex №2 hereto.

3.3. Only projects, the authorship of which belongs personally to a competitor or a co-author are accepted to the competition.

3.4. In case of submission of projects violating this Regulation the Competition Commission has the right to reject these projects.

3.5. Submission of an application by an author or a group of authors for participation in the competition implies unconditional acceptance of the principles and rules of the competition established by this Regulation, as well as the rejection of any claims to the Organizer.

4. RESULTS OF THE COMPETITION

4.1. The Competition Commission is in charge of consideration of competitive materials and results of the contest.

4.2. Meeting of the Competition Commission shall be valid in case of presence of at least half of its list composition.

4.3. The Competition Commission meetings may be held in an interactive mode.

4.4. For each proposed project of the monument, each member of the Competition Commission completes an evaluation sheet which assures with personal signature.

4.5. Decision on determining the finalists will be taken at the final meeting of the Competition Commission by open vote with simple majority of votes of the total number of voting members of  the Competition Commission, with the voice of the President of the Commission in case of the equality of votes is decisive. The decision is validated by a protocol signed by all members of the Competition Commission.

5. FINAL REGULATIONS

5.1. The victory in this competition is a prerequisite for a decision on the choice of the monument project to N.M. Przewalski for further creation and installation in the city of Smolensk.

5.2. Information requests are to be sent by e-mail: monumentatrgo.ru.

5.3. All projects submitted with non-compliance with the terms and format of submissions are not allowed to participate in the competition.

5.4. Materials of projects submitted to the contest, but did not become the winner of the contest will not be returned.

5.5. All disputes arising out of the contest shall be resolved in accordance with the applicable legislation of the Russian Federation.

6. AWARDS TO THE  CONTESTANTS

6.1. After the results of the competition are announced, all participants will be awarded certificates.
